Call for Proposals: Software Engineer for App Development


Introduction:

The Drones Doing Good Alliance (DDG Alliance) invites experienced software engineers to submit a proposal for the development of the Check First App.

The Check First app is designed to provide drone operators with clear, accessible, and location-specific regulatory information to ensure safe and legal drone operations. By selecting their drone type and pinpointing their current or planned flight location, users receive immediate feedback on applicable rules, restrictions, and necessary approvals. This streamlined process aids in preventing unintentional violations, promotes compliance with local and international laws, and enhances overall airspace safety.

The app will initially be developed for one African country, with the potential for replication in additional African countries.


About the Role

We seek a skilled and experienced software engineer with a proven track record of developing functional, user-friendly mobile applications. The ideal candidate will bring expertise in app development, a strong attention to detail, and the ability to deliver high-quality results efficiently. They should be passionate about creating impactful solutions that address real-world challenges. This service can be an individual or a company.

The candidates must have:

  • Proven experience developing apps available on the App Store or Google Play.
  • Previous experience in developing apps similar in nature (e.g., regulatory or compliance tools).
  • Strong preference will be given to developers who have built a similar app for the drone sector and can replicate it in a new country.
  • Ability to provide the app in French and English and communicate with francophone partners.


Expected Tasks and Deliverables

In the technical proposal, applicants must outline their approach and timeline for completing the project. The proposal should include clear methodologies for addressing each phase of development. We expect the following types of tasks to be covered:


1. Onboarding and Specification Refinement

  • Participate in onboarding sessions with the DDG Alliance and stakeholders.
  • Refine app specifications in collaboration with the Civil Aviation Authority (CAA) and other stakeholders.
  • Create a document outlining:
  • App workflow
  • Preparatory work required from the CAA and stakeholders
  • Deliverables and timelines
  • Approach to distributing the app


2. App Development

  • Set up the app’s structure in consultation with the CAA and stakeholders.
  • Adapt/Develop the app to the specific needs of the participating country.
  • Request and integrate necessary input data from stakeholders.
  • Document the workflow for updating information in the app.


3. Testing and Quality Assurance

  • Test the app on various mobile devices.
  • Collaborate with team members and stakeholders for comprehensive testing.
  • Address and resolve bugs.


4. Training and Capacity Building

  • Train the project team and CAA personnel on updating app information.
  • Conduct success control sessions to ensure functionality and usability.


5. Documentation and Reporting

  • Prepare detailed documentation of the development process.
  • Draft a project report.
  • Provide an outlook on extending the app for future functionalities, such as granting flight permits and uploading flight documents.


Proposal Evaluation

All complete proposals will be evaluated on the following basis.


Technical Proposal (60%)

  • Approach and methodology
  • Alignment with project objectives
  • Relevant experience and portfolio


Financial Proposal (40%)

  • Cost-effectiveness and clarity
  • Clear cost structures for additional countries
  • Costing Requirements: Please provide the cost for developing the app for one country and include the cost structure for adapting the app for additional countries that will want to join the initiative.

Proposals must include two separate documents:

  • Technical Proposal: Detailed approach and methodology for app development.
  • Financial Proposal: Comprehensive budget with clear cost breakdowns.


Proposals missing either part will be automatically disqualified.


Submission Deadline: We are accepting proposals from December 31 to January 21. Late submissions will not be considered.
